Zoey leads the training arm of the Institute of Singapore Chartered Accountants, Singapore’s national accountancy body. She oversees professional learning, executive education and capability development initiatives for accountancy, finance and business professionals as well as board directors and senior leaders.
Since joining ISCA in 2014, Zoey has taken on a range of strategic roles across the organisation, contributing to key areas including integrated reporting, technical advisory and stakeholder engagement across key segments of the profession, including CFOs, practitioners and emerging accountancy leaders. Her cross-functional experience has given her a deep understanding of the profession’s evolving needs and enabled her to drive transformation across teams and portfolios.
Zoey was part of the core team that corporatised ISCA Academy and has played a key role in shaping its growth as a professional business academy. She has been instrumental in transforming the Academy’s programmes, partnerships and capabilities to support future ready talent, lifelong learning and stronger industry outcomes.
Prior to joining ISCA, Zoey was with EY where she gained audit and assurance experience across diverse sectors. With close to two decades of experience across professional education, assurance and financial leadership, Zoey brings deep expertise in stakeholder collaboration, capability building and corporate governance. She continues to champion initiatives that strengthen board effectiveness, elevate continuing education and help professionals and organisations stay relevant in an evolving business environment.

Mr Gilbert Tan is a member of the ISCA Academy Board.
Mr Tan is the founder of About People Always, and an experienced CEO and Board Director with a demonstrated track record in leading organisational change and growth. With more than 20 years of experience in various leadership roles, he brings strong expertise in strategy, planning, execution management, executive coaching, change management, and team building. He has also mentored C-level executives, boards, and senior leaders in addressing complex business and people challenges.
Prior to founding About People Always, Mr Tan built his career in the public service and the National Trades Union Congress, where he worked closely with industries and businesses. He played a key role in the conceptualisation, planning, and implementation of workforce and people development programmes that supported businesses in transformation, growth, and economic resilience.
Ms Cyndi Pei

Digital InfraCo in Singtel
Ms Cyndi Pei is the Co-Chair of the Artificial Intelligence for Accountancy Industry Taskforce and Chairperson of ISCA Academy. She was a member of the Audit Committee from May 2023 to April 2025 and the Investigation and Disciplinary Panel from 2020 to April 2023.
Ms Pei is a finance leader with more than 25 years of experience. Currently, as the CFO for the Digital InfraCo in Singtel, Ms Pei helms the finance and business partnering in the Digital InfraCo business unit which oversees the growth businesses in Singtel Group including Nxera Data Centre, RE:AI GPUaaS, Enterprise Platforms as well as Subsea Cable and Satellite Carrier businesses. Prior to this, Ms Pei has held a full spectrum of finance and corporate responsibilities in an SGX-listed food and beverage company with global footprints.She began her career at a Big Four accounting firm providing assurance and advisory services to global companies across diverse industries while she also held strategic roles in TMT & Real Estate industry development and priority client account management.
Ms Pei also serves as an Audit & Risk Committee member of SATA CommHealth, a charitable healthcare organisation.
Ms Fann Kor

Ms Fann Kor is the CEO of the Institute of Singapore Chartered Accountants (ISCA), the national accountancy body of Singapore. With more than 20 years of experience in the sector, she is a strong advocate for the growth, relevance and impact of the accountancy profession in Singapore and internationally.
Ms Kor serves on the board of Chartered Accountants Worldwide, ISCA Cares: the charity arm of ISCA and ISCA Academy: the training arm of ISCA. Regionally, she represents ISCA at the International Federation of Accountants (IFAC), ASEAN Federation of Accountants (AFA) and serves as Chairperson of the Sustainability Reporting Taskforce of the ASEAN Chartered Professional Accountant Coordinating Committee(ACPACC).
She also contributes actively to the broader professional and academic community as a member of the Singapore Institute of Technology’s Accounting Industry Advisory Committee, the Anti Money Laundering Audit Peer Group and Singapore Management University’s External Academic Review Panel.
Recognised for her strategic leadership, collaborative approach and commitment to professional excellence, Fann continues to play an influential role in shaping a future ready accountancy profession and strengthening its contribution to business and society.

Entrepreneur and Company Board Chairman
Mr Teo Ser Luck was elected as ISCA President in April 2022 and is currently the Chairman of the Singapore Monitoring Committee, a member of the Nominations Committee and a member of the Strategy and Investment Committee. Mr Teo was an Advisor to ISCA from 2009 to March 2022 and championed the formation of the ISCA Young Finance Leaders Network in 2018. He also facilitated members’ engagement through dialogue sessions with government leaders to share challenges faced by the accountancy industry and profession in 2019 and 2020.
Mr Teo is an entrepreneur, investor and started his own companies in different sectors. He started his career as an auditor and spent 15 years in the private sector managing multi-national companies in the Asia-Pacific region before being elected as a Member of the Parliament of Singapore and appointed as Minister of State, Mayor and Senior Parliament Secretary in the Singapore government for 11 years in 4 ministries. He returned to the private sector in July 2017 and remained as a Member of Parliament till June 2020.
Apart from having his own companies, Mr Teo is also the Chairman of two public-listed companies and board member of a few other companies listed on the stock exchange of SGX, HKEX and Nasdaq. He is Advisor to the Singapore Fintech Association, Vice Chairman of The China and North Asia Business Group of the Singapore Business Federation, and Co-chair of the Implementation Committee for Accountancy Workforce Development (ICAWD). The ICAWD is established by the Accounting and Corporate Regulatory Authority, a statutory body under the Ministry of Finance.
Mr Ow Fook Chuen,

Mr Ow Fook Chuen is a member ISCA’s Nominations Committee and ISCA Academy’s Board .
Mr Ow has over 29 years of experience in public finance and accounting. Prior to his appointment as the Commissioner of Inland Revenue and Chief Executive Officer of the Inland Revenue Authority of Singapore, Mr Ow has held various key appointments in the Public Service including Accountant-General at the Accountant General’s Department, Director (Industry Division) at the Ministry of Trade and Industry (MTI), Director (Governance & Investment), and Director (Accounting Standards Council) at Ministry of Finance, and Deputy Chief Executive (Operations & Policy) at the Accounting and Corporate Regulatory Authority. Mr Ow was part of the Committee to Develop the Singapore Accountancy Sector in 2008 that reviewed the development of Singapore's accountancy profession and sector. He was also appointed to the Singapore Accounting Standards Council between 2009 and 2011 and the Ngee Ann Polytechnic Council between 2015 and 2019.
Mr Ow was the Chairman of Singapore Management University’s School of Accountancy Advisory Board, a board member of the Accounting and Corporate Regulatory Authority, and a Trustee of the Singapore Universities Trust. He was also appointed to the Singapore Accounting Standards Committee, the Public Accountants Oversight Committee. He was a member of the Accountancy Workforce Review Committee.
Mr Tay Woon Teck

Mr Tay Woon Teck has focused his career on helping organisations and individuals grow with purpose, resilience, and compassion.
As Senior Advisor at RSM Singapore, he leads the firm’s Private Client Services practice, guiding family businesses and entrepreneurs in succession planning, governance and risk management; and building a culture of resilience and agility.
Woon Teck represented RSM as one of the founding partners of the annual ASEAN Conference over the past 12 years—a flagship event by RSM, SBF, UOB, and Rajah & Tann—which serves as a platform to foster regional collaboration, investment partnerships, and enterprise connectivity. He authored the RSM “Doing Business In ASEAN” a guidebook for international businesses seeking to invest in ASEAN.
He contributes to leadership development by serving as President of the 41-year-old Society of Modern Management (SMM). In this role, he supports a Mandarin-speaking platform for family-business leaders, encouraging them to embrace digital and AI technologies while expanding responsibly into regional markets. Concurrently, as Chairman of the Chartered Management Institute (Singapore Branch), he helps promote professional standards and ethical leadership.
He is the current Chairman of the Fund-Raising Committee of Goh Chok Tong Enable Fund (GCTEF). The GCTEF is a community fund that provides persons with disabilities with opportunities to actively contribute to society and lead socially integrated lives, through 3As: providing financial Aid, supporting Aspirations and conferring Awards to recognize the achievements and potential of people with disabilities. Emeritus Senior Minister Goh Chok Tong is the Patron of GCTEF. GCTEF is administer by SG Enable and supported by Mediacorp.
Woon Teck also contributes to education and governance as an Independent Director for the Singapore Centre for Chinese Language and NIE International Pte Ltd.
In 2024, he was recognised as a Friend of the Ministry of Culture, Community and Youth (MCCY) for his voluntary service as a judge for the MCCY Charity Corporate Governance Awards.
A/Prof Richard Koh

A/Prof Richard Koh is a member of the ISCA Academy Board. He brings over four decades of industry experience across Infocomm Technology (ICT), Treasury, Foreign Exchange, and e-commerce in the Asia-Pacific region. He has held leadership roles at leading global organisations, including JPMorgan, Standard Chartered, and PwC.
Richard is also an Associate Professor at Nanyang Business School, where he teaches in the MBA, Executive Education and undergraduate programmes. He is also the Academic Director for their Executive Masters of Science for CFOs and Programme Director for their online Investment Banking programme.
He is the Founder and Chairman of M-DAQ Global, a Singapore-based financial technology company established in 2010. He served as Group CEO until May 2025. Today, M-DAQ supports global e-commerce marketplaces, securities exchanges, fintech firms, and corporates across 45 markets, processing more than S$25 billion in cross-border transactions annually. The company is supported by the Economic Development Board and Enterprise Singapore, is licensed by the Monetary Authority of Singapore, and operates across Singapore, Indonesia, China, Hong Kong, Japan, and Malaysia.
Under Richard's leadership, M-DAQ received numerous industry accolades, including the inaugural SG: Digital Techblazer Award (2018), Best Technology Company to Work For (2019), and the inaugural E50 Digital Economy Award (2019). M-DAQ was also selected for the Enterprise Singapore Scale-Up Programme in 2023. In recognition of his entrepreneurial achievements, Mr Koh was named EY Entrepreneur of the Year – Financial Technology in 2020 and the SCS IT Leader (Entrepreneur of the Year) in 2018.
Richard currently serves on the Nanyang Business School Advisory Board and the NUS Business School Accounting Advisory Board and is actively involved in several grassroots organisations.
